Delhi tops NITI Aayog India Electric Mobility Index 2025 with a score of 84 as 29 states now have EV policies and national EV penetration hits 8.25%.

India Electric Mobility Index 2025: The State-Level EV Race Is Real Now

NITI Aayog has released the second edition of the India Electric Mobility Index (IEMI) 2025, prepared with WRI India, and the headline finding is that India's electric transition has become genuinely competitive at the state level. Delhi topped the rankings with a score of 84, while 29 of India's 36 states and union territories have now notified dedicated EV policies.

The index, based on data from January to December 2025 and released at a NITI Aayog workshop on state EV policies in Delhi, shows overall improvement. The highest state score rose from 77 to 84 year-on-year, and the median score climbed from 36 to 40, evidence that even mid-table states are building policy and charging ecosystems rather than just announcing intent.

Madhya Pradesh recorded the biggest jump, climbing 16 positions from 23rd to 7th as its score rose from 31 to 59. Goa and Puducherry each advanced 10 positions, Bihar rose eight and Jammu and Kashmir seven. Delhi's lead rests on tangible measures, including the country's largest electric bus fleet at 4,286 buses as of February 2026, and its EV Policy 2.0, which mandates 100% electrification of autorickshaws and light commercial vehicles from January 2027 and of two-wheelers from January 2028.

The macro context underlines the urgency. India imports nearly 89% of its crude oil requirements, the automotive sector contributes about 7.1% of GDP and supports roughly 1.9 crore jobs. National EV penetration reached 8.25% in FY26, with about 8.7 million EVs on the road and nearly 2.5 million registered during the year. Central government support for electric mobility and related manufacturing has crossed Rs 92,000 crore through schemes such as FAME, PM E-DRIVE and PM E-bus Sewa, with states committing a further Rs 37,613 crore.

For buyers, state policy divergence increasingly affects the wallet, since road tax exemptions, subsidies and charging availability vary sharply by state, making the index a practical buying consideration alongside price and specifications.
