India's E100 Roadmap: IIT Delhi White Paper Maps Flex-Fuel Future Ahead of 100 Percent Ethanol Innova

By AUTOASTRA Editorial · 29 Sept 2026 · Policy

An IIT Delhi white paper maps India's move from E20 to E85 and E100 flex-fuel vehicles, weeks before the launch of a 100 percent ethanol Toyota Innova.

Flex-Fuel Vehicles: India's Next Fuel Transition Gets a Roadmap

India's ethanol programme is entering its next phase. A new white paper by IIT Delhi and the All India Distillers' Association, titled Flex-Fuel Vehicles: Enabling Energy Security and Sustainable Mobility in India, lays out a 10-point roadmap for moving the country beyond E20 blended petrol towards E85 and E100 vehicles and fuels.

The timing is deliberate. Union Minister Nitin Gadkari has confirmed he has been invited to the October launch of a Toyota Innova that can run on 100 percent ethanol, and India's first flex-fuel passenger vehicle was launched in June 2026 according to AIDA. The white paper argues, however, that individual vehicle launches will not by themselves create a flex-fuel market.

RecommendationWhat it means
Cost-per-kilometre pricingPrice ethanol fuels on Rs/km, not per litre, so buyers compare real running costs
Dynamic E85 discountsAround 25 percent discount vs petrol cited as the break-even point for cost per km
Retail infrastructureFuel outlets need hardware and certification to dispense higher blends
Consumer clarityClear information on fuel options and vehicle compatibility
Cross-sector coordinationAutomakers, energy companies, biofuel producers and policymakers must align

The paper's most interesting idea is pricing. Because ethanol carries less energy per litre than petrol, comparing the two on a per-litre basis makes ethanol look expensive. The authors propose shifting to a cost-per-kilometre model, with dynamic discounts on E85, suggesting a level around 25 percent below petrol as a workable break-even for consumers.

It also covers the harder questions: feedstock sustainability, vehicle durability on high-ethanol blends, financing mechanisms and long-term market development. The document was unveiled at an AIDA event and arrives as the government pushes flex-fuel technology as a route to cut crude imports and give farmers a role in the fuel supply chain.

For context, a flex-fuel vehicle can run on any blend of petrol and ethanol, from plain petrol up to E100, using sensors and engine calibration that adjust automatically. Suzuki has also shown a prototype 1.2-litre turbo engine designed to run on E100, CNG and biogas, signalling supplier-level interest in the technology.

What this means for you: in the near term, nothing changes at the pump. But if the E100 Innova launches in October and pricing follows the white paper's logic, ethanol-compatible vehicles could become a genuine third option between petrol and electric, especially for high-mileage users. peoples Are Disappointed with E20 ! So what you think They accept the E100 or not?
