Maharashtra has told bike-taxi aggregators including Ola, Uber and Rapido to shift to 100 per cent electric fleets by July 2027 under a phased plan.
The Maharashtra government has set July 2027 as the deadline for bike-taxi aggregators, including Ola, Uber and Rapido, to transition to 100 per cent electric fleets. The State Transport Department issued a letter in October to ride-hailing aggregators and Regional Transport Offices across the state, giving operators a nine-month phased transition period following directions from Chief Minister Devendra Fadnavis.
Under the plan, aggregators currently operating petrol-powered bike taxis have six months in the first phase to comply with the electric vehicle mandate. Operators holding provisional or temporary licences under the Maharashtra Bike Taxi Rules, 2025, get an additional three months to meet the requirement.
| Maharashtra EV fleet mandate | Detail |
|---|---|
| Deadline | July 2027 |
| Who it covers | Bike-taxi aggregators (Ola, Uber, Rapido and others) |
| Transition period | Nine months, phased |
| Phase one | Six months for petrol bike taxis |
| Provisional licensees | Additional three months |
The directive has drawn concern from bike-taxi associations. In September, the Maharashtra Bike Taxi Welfare Association wrote to the Chief Minister and other officials seeking one-and-a-half years to complete the transition. Its president, Amit Gawde, said most bike-taxi riders come from middle or lower-middle-class backgrounds, making it hard to invest in an electric vehicle at once, and also cited the lack of charging infrastructure and the shorter working life of electric vehicles as challenges. Aggregators had asked for an extension until 2030, referring to the Maharashtra Electric Vehicle Policy, but the government granted only nine months.
State Transport Minister Pratap Sarnaik said the government initially considered allowing a 50:50 mix of petrol and electric motorcycles, but the Cabinet rejected that proposal over concerns that companies might avoid procuring electric vehicles despite having the capacity, given their higher cost.
If you use bike taxis regularly in Maharashtra, the shift could change the vehicles you ride in and, over time, their running economics, though whether fares rise will depend on how the transition is financed. For riders who own petrol motorcycles used for these platforms, the nine-month window is tight and the cost of an electric two-wheeler is the central hurdle, so clarity on finance schemes and charging access will matter more than the deadline itself. The move also signals that state governments are willing to push commercial fleets towards electric faster than personal buyers.
